Our work programme

We are one organisation, with all of our activities focused on driving improvement in healthcare. Our work programme is spread across 4 operational directorates and 1 clinical directorate.

Click on the headings below for more information on each of our directorates and contacts for our work programme.

We have a statutory role to provide public assurance on the quality of services provided and this means an ever-increasing public profile for the work that we do. As a scrutiny body of the NHS, rather than a regulator, we work closely with NHS boards to inspect and review their services, and work with them to apply evidence and provide appropriate improvement support. NHS boards are accountable to Ministers and the Scottish Parliament for the performance of their services and the quality of care.

However, we are a regulator of independent healthcare services and are currently responsible for regulating independent hospitals, voluntary hospices and private psychiatric hospitals. Part of our regulation role is to undertake inspections of independent healthcare services across Scotland.

The Evidence directorate collaborates with national and international experts to identify, develop and share evidence and offer guidance, and supports the implementation of knowledge across the evidence, improvement and scrutiny directorates. This evidence is accessible in a variety of formats to healthcare professionals to support them in providing safe and effective care, and to the public to inform them of the quality of care they can expect to receive.

This directorate works closely with NHS boards and other key partners to support implementation of sustainable improvements in the quality of healthcare. It delivers this through designing and delivering national improvement programmes; developing resources and tools that support the work of continuous quality improvement; developing and sustaining networks that facilitate the sharing of subject matter and improvement expertise; and working with partners to test innovative models of practice.

The Clinical Directorate works across the organisation to ensure that we have robust mechanisms to support active clinical engagement, clinical advice and clinical assurance.

Involving clinicians in all of the work of Healthcare Improvement Scotland is critical to the success of our organisation. This builds ownership and ensures our priorities are those of the frontline. Clinical engagement describes how we formally and informally interact with and involve clinicians and other healthcare professionals across all of our work. External clinical input is essential to ensure that our programmes of work are fit for purpose and reflect the needs of clinicians and patients.

The Scottish Health Council works with NHS boards in Scotland to improve their approaches to patient and public participation. To deliver this, it works in four functional teams: Community Engagement and Improvement Support (based across all geographical board areas), the Participation Network, Service Change and Performance and Planning (Participation Standard). The Scottish Health Council is also currently supporting NHS boards to develop a sustainable infrastructure for volunteering.
